Project Description

Villa Encantada is the redevelopment of an underutilized parking lot next to a trolley station in eastern San Diego. It is the first implementation of the Southeast San Diego Specific Plan, which calls for mixed-use villages next to transit stations in the Encanto neighborhood.

The 1.7-ac. redevelopment site includes 67 family apartments (40 dua), MTS replacement parking, and 1,000 sf of retail. The design is a contemporary exterior, and ground floor units have direct street access.

An allocation of $9,982,000 in 9% Low-Income Housing Tax Credits was awarded in 2016. The City Housing Authority funded $7,500,000; the State HCD funded $3,051,000 via its Infill Infrastructure Grant program; and the MTS provided a land donation of $3,320,000.

The site is located next to an Orange Line Trolley Station and near Encanto Recreation Center, Encanto E.S., Malcolm X Library, Jacobs Community Center and a market and pharmacy.

Construction is 3-4 levels of Type V with 209 spaces of residential, commercial and MTS commuter parking. Amenities include a large courtyard and community room with a front patio, computer lab, barbecue area, children’s playground and bicycle storage.

100% affordable: 7 units – 30% AMI, 17 units – 45% AMI, 27 units – 50% AMI, 15 units – 60% AMI.
